It is okey if i txt him?

Ok here is the story. he broke up wth me after 3weeks broke up he move to the other state. it's hurt me a lot coz i can't see him again but then i txt him why he didn't meet me just to say goodbye abd he reply my txt o say " i left in hurry i would have to see you before i left but i wasn't sure if you still want to see me" that hes reply then i ask him if i can see him again he said yes cooz he will be back this coming september for some reason. and it's been 2 weeks we dont have contact my question is that ok if i txt him? my last txt to him i ask if he can call me or txt me sometimes but nothin. but im hoping that he gonna contact me when he comeback to see me. openion pleas....
