Is Rush Limbaugh smarter than President Obama?

Okay, those who may have listened to Rush Limbaugh, even once, should have easily noticed that the guy proclaims to be extremely brilliant beyond comprehension. He puts President Obama down so much so to make him sound like he is way intellectually inferior that him in every way. My question is this: Could Rush be that much smarter than Obama? And if that is indeed the case, then how come Obama is the President of the United States of America and Limbaugh is just a radio talk show host?
